Why not prune in the fall?
The stalks of feather grass are used by the plant itself as winter protection:

How far is it cut down?
Cut your feather grass back about a hand high in spring to make room for the new shoots. Hand high means about 10 to 15 cm above the ground. To do this, grasp the stalks of this ornamental grass with one hand and cut them off with the other hand and garden shears.
