Green peppers are not easy to ripen. But this method has proven its worth: pack the peppers in a box. Place the ripe tomato in the middle, close the box tightly and leave in a cool place for 2 to 3 weeks. Check box frequently to make sure it is dry all over. And then just be surprised if the green pods have turned red.
