Bark mulch has other advantages in addition to moisture protection. This will discourage weed growth unless you use the already half-rotted material from the hardware store. Instead, use high-quality, coarse bark mulch from specialist retailers. Incidentally, you can check its quality with your nose: the inferior the bark mulch, the more intense it smells - right up to very unpleasant, moldy scents. High-quality bark mulch, on the other hand, has a pleasant, woody smell.
